Total structural failure within 1–3 years. You have no base, no bedding layer control, and no restraint.
The failures, in order of occurrence:
- No Base Course (ICC 500 / ICPI Specs): Scraping sod leaves organic topsoil. It compresses unevenly, holds water, and freezes. You need 4–6" compacted dense-graded aggregate (DGA/road base) compacted to 98% Proctor. Play sand on dirt turns to soup.
- Wrong Bedding Sand (ASTM C33 / CSA A23.1): "Play sand" is rounded, uniform, and ungraded. It cannot be compacted and rolls like ball bearings under load. You need concrete sand (coarse, washed, graded) screeded loose to 1" after base compaction, not 2" on dirt.
- No Edge Restraint (ICPI Tech Spec 4): Pavers do not "lock together" laterally without a locked perimeter. Without a rigid edge (plastic/metal spikes or concrete bond beam), the field expands under traffic/heat, joints widen, sand washes out, and the pavement unravels from the outside in.
- No Compaction of Pavers: You didn't mention a plate compactor with a urethane pad. Without it, pavers don't seat, joints stay open, and interlock never develops.
Result: Rutting, trip hazards, ponding, and complete relay required.
Fix: Rip it out. Excavate 7–9" (soil + base + bedding + paver). Compact subgrade. Place/compact 4–6" DGA in 2" lifts. Install snap-edge restraint before bedding sand. Screed 1" concrete sand. Lay pavers. Compact. Sweep polymeric sand. Compact again. Top off joints.
If the sub won't warranty the correction, hire a certified ICPI installer. This is not a "touch-up" job.
